Dave and Cindy Philps live on a cattle ranch near Challis, Idaho, along with their two sons, Merritt, 8, and RJ, 4. They are the fourth generation in the Philps family to live and work on the family ranch. David helps operate the ranch with his father. They currently run about 300 head of beef cows.

During the summer months, David sprays weeds for Custer County while Cindy is employed full-time as a customer service representative for Farm Bureau Insurance at the Challis office. David and Cindy have both enjoyed being involved with Farm Bureau. They have served on the Custer County board for the last six years.

District 2 encompasses central Idaho and the Upper Snake counties of Lemhi, Custer, Butte, Clark, Jefferson, Fremont, Madison, Teton and Bonneville.
